Establishes 10 regular employees for the Arkansas State Claims Commission for fiscal year 2019-2020, including 1 Director (GS13), 1 Administrative Analyst (GS06), 3 Administrative Specialists II (GS03), and 5 Claims Commissioners (GS02).

Appropriates $583,867 from the State Central Services Fund for personal services and operating expenses, including $355,986 in regular salaries, $132,491 in personal services matching, $92,390 in operating expenses, and $3,000 for conferences and travel.

Appropriates $2,250,000 from the Miscellaneous Revolving Fund to pay claims to surviving spouses and dependent children of deceased policemen, firemen, and correctional officers killed in the line of duty, and to pay approved small controversial and non-controversial claims.

Appropriates $8,000 from the State Central Services Fund for expense reimbursements to the Firefighter Benefit Review Panel.

Amends Arkansas Code § 19-10-213 to change references from "Clerk" to "Director" of the Arkansas State Claims Commission and clarifies procedures for processing employment compensation claims and Firefighter Benefit Review Panel reimbursements; effective July 1, 2019.
