Establishes 52 maximum regular employees for the Arkansas State Library with salary grades ranging from SE01 (State Library Director) to GS01 (Library Technical Assistant), with total regular salaries appropriated at $1,774,424 for fiscal year 2019-2020.

Appropriates $3,736,593 for State Operations including $1,774,424 regular salaries, $600,757 personal services matching, $1,128,409 operating expenses, $7,760 conference and travel, and $220,243 for books and subscriptions.

Appropriates $3,187,293 for Federal Operations including $451,471 regular salaries, $175,797 personal services matching, $2,453,239 operating expenses, $42,161 conference and travel, $10,000 professional fees, and $40,000 capital outlay.

Appropriates $5,700,000 in aid to public libraries and $373,000 for grants administration and cash operations, plus $6,622 for state library revolving fund expenses.

Authorizes up to 7 part-time or temporary extra help employees for state operations and 5 for federal operations at standard compensation rates, and permits carry-forward of unexpended funds for books and subscriptions with prior legislative approval.
