Appropriates $303,666 from the Miscellaneous Agencies Fund Account for the Martin Luther King, Jr. Commission for fiscal year 2019-2020, including $183,494 for regular salaries, $62,473 for personal services matching, and $57,699 for operating expenses

Establishes a maximum of 4 regular full-time employees: one MLK Executive Director (Grade GS14), one Fiscal Support Supervisor (Grade GS06), one Administrative Specialist III (Grade GS04), and one Administrative Specialist II (Grade GS03)

Authorizes up to 4 part-time or temporary "Extra Help" employees and appropriates $91,123 from cash funds for their compensation, including $15,900 for extra help wages, $1,299 for personal services matching, $67,924 for operating expenses, $2,000 for conferences and travel, and $4,000 for professional fees

Requires all fund disbursements to comply with state procurement laws, accounting procedures, salary restrictions, and regulations from the Department of Finance and Administration

Declares an emergency effective July 1, 2019, to ensure the agency's operations are not disrupted and to preserve essential governmental programs
