Establishes 27 maximum regular employees for the Arkansas Spinal Cord Commission for fiscal year 2019-2020, including 1 Executive Director, 7 Certified Vocational Rehab Counselors, 9 Rehabilitation Counselors, and supporting administrative staff.

Appropriates $2,858,929 from the Miscellaneous Agencies Fund for state operations including $1,143,707 in regular salaries, $427,039 in personal services matching, $772,000 for spinal treatment program, and $261,610 for long-term attendant care.

Appropriates $28,000 from federal funds for operating expenses, conferences, travel, and professional fees during fiscal year 2019-2020.

Appropriates $50,000 from cash funds for operating expenses and professional fees for the fiscal year ending June 30, 2020.

Allows line item transfers of any state appropriation savings to the Spinal Treatment Program with approval from the Department of Finance and Administration, effective July 1, 2019 through June 30, 2020.
