Appropriates $10,996,188 from the School for the Deaf Fund Account for state operations, including $6,434,873 for regular salaries and $2,231,728 for personal services matching for fiscal year 2019-2020.

Authorizes a maximum of 160 regular employees across 50 different classifications, ranging from the Deaf School Superintendent (Grade SE01) to various support staff positions (Grade GS01-GS11 and MP01-MP02).

Authorizes 55 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act, plus additional appropriations of $589,449 for federal operations and $390,000 for cash operations.

Permits summer school compensation of up to 1/12 of annual salary per month for eligible teachers and specialists, special allowances up to $3,500 per school term for additional duties, and shift differential pay for work beginning after 2:00 p.m.

Allows salary adjustments for teachers and education professionals to maintain equity with Central Arkansas Public School Systems salaries, pending approval by the Office of Personnel Management and Chief Fiscal Officer, effective July 1, 2019.
