AR HB1090

Establishes 15 regular employees for the Division of Racing including 1 Racing Commission Director (GS15), 1 Dog Racing Veterinarian (MP04), 3 Racing Supervisors (GS09), 2 Administrative Analysts (GS06), 1 Business Operations Specialist (GS05), 2 Racing Commission Judges (GS05), 1 Office Auditor (GS04), and 4 Veterinarian Assistants (GS03).

Authorizes up to 31 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act, with employees allowed to work over 1,000 hours per year.

Appropriates $1,890,656 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $740,828 for regular salaries, $460,000 for extra help, $331,414 for personal services matching, $10,000 for overtime, and $348,414 for maintenance and general operations.

Appropriates $320,991 from cash funds for operating expenses and $5,000,000 for transfers to the Racing Purses and Awards Fund.

Effective July 1, 2019 through June 30, 2020, with all appropriations and spending subject to compliance with state procurement, accounting, budgetary procedures, and fiscal control laws.
