Establishes a maximum of 75 regular full-time employees for Northwest Technical Institute for fiscal year 2019-2020, including 1 director (GS14), 2 assistant directors (GS12), 28 career and technical faculty (GS07), and various support staff across multiple grade levels.

Authorizes up to 135 temporary or part-time "Extra Help" employees to be hired as needed at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $5,171,622 from state funds for personal services and operating expenses, including $2,982,292 for regular salaries, $516,673 for extra help, and $995,942 for personal services matching.

Appropriates $244,083 from federal funds and $3,508,077 from cash funds for a total appropriation of $8,923,782 across all three funding sources for the fiscal year ending June 30, 2020.

Permits full-time staff and ten extra help positions to earn additional compensation up to $75 per clock hour for noncredit teaching or up to $550 per semester hour for courses beyond standard teaching load, limited to 150 clock hours or 9 semester credit hours per school year, funded only by private industry courses.
