Appropriates $10,100,480 to the Arkansas Public Service Commission - Utilities Division for the fiscal year ending June 30, 2020, covering regular salaries ($5,709,538), personal services matching ($1,770,673), operating expenses, professional services, and data processing.

Establishes a maximum of 89 regular employees for the Utilities Division with specified job classifications and salary grades, plus authorization for up to 6 temporary or part-time employees.

Appropriates $1,755,335 to the Tax Division, including $749,509 for regular salaries for 15 maximum employees and $400,000 in contingency funds.

Appropriates $1,002,302 to the Pipeline Safety Program with 10 maximum employees and $1,000,000 to a general contingency fund.
