Establishes maximum of 5 regular employees for the Health Services Permit Agency for fiscal year 2019-2020, including a director, deputy administrator, business operations manager, and two coordinators/specialists.

Appropriates $507,540 from the Miscellaneous Agencies Fund Account for personal services and operating expenses: $320,531 for regular salaries, $108,633 for personal services matching, and $78,376 for maintenance, operations, conferences, travel, and professional fees.

Authorizes carry-forward of unexpended balances from fees and fines collected under Arkansas Code 20-8-103 et. seq. to the next fiscal year, subject to written justification and reporting requirements to the Legislative Council and Department of Finance and Administration.

Requires all disbursements comply with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control regulations established by the Department of Finance and Administration.

Declares an emergency effective July 1, 2019, finding that the appropriation is essential to agency operations and approved February 11, 2019.
