Establishes a maximum of 429 regular employees for the State Department for Social Security Administration Disability Determination for fiscal year 2019-2020, with positions ranging from DDSSA Director (Grade SE03) to Fiscal Support Specialist (Grade GS04).

Authorizes up to 20 part-time or temporary "Extra Help" employees with a maximum of 1,800 hours per employee in any single fiscal year.

Appropriates $53,037,024 in federal funds for fiscal year 2019-2020, including $25,756,441 for regular salaries, $450,000 for extra help, $8,433,398 for personal services matching, $1,360,000 for overtime, and $3,984,400 for operating expenses.

Requires compliance with state procurement law, accounting and budgetary procedures, revenue stabilization law, salary procedures, and other applicable fiscal control laws of Arkansas.

Takes effect July 1, 2019 with an emergency clause declaring the appropriation essential to agency operations.
