Appropriates $424,705 to the Arkansas Board of Examiners in Counseling for the fiscal year ending June 30, 2020, from cash funds deposited in the State Treasury.

Establishes maximum of 4 regular employees: 1 Executive Director (Grade GS11), 2 Administrative Specialists III (Grade GS04), and 1 Fiscal Support Specialist (Grade GS04).

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not exceeding the Uniform Classification and Compensation Act standards.

Allocates funds for regular salaries ($210,196), extra help ($4,000), personal services matching ($69,709), overtime ($12,000), operating expenses ($113,800), conferences and travel ($4,000), and professional fees ($11,000).

Becomes effective July 1, 2019, and requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws.
