Establishes maximum of 1,528 regular employees for the Department of Finance and Administration - Revenue Services Division for fiscal year 2019-2020, with positions ranging from Director (Grade SE03) to Institutional Services Assistant (Grade GS01).

Appropriates $106,221,541 from the State Central Services Fund for personal services ($55.7 million in regular salaries), operating expenses ($29 million), and other operational costs for the Revenue Services Division.

Appropriates $4,750,220 from the Commercial Driver License Fund for the Commercial Drivers License Program, including $282,311 in regular salaries.

Appropriates $780 million from the Individual Income Tax Withholding Fund for individual income tax refunds and property tax rebates, $200 million from Corporate Income Tax Withholding Fund for corporate income tax refunds, and $20 million from Interstate Motor Fuel Tax Refund Fund for motor fuel tax refunds.

Authorizes 100 temporary or part-time extra help employees and allows the Director to employ certified law enforcement officers for building security; includes provisions regarding candy and soft drink taxation guidance effective until September 30, 2019.
