Establishes 45 maximum regular employees for the Commissioner of State Lands for fiscal year 2019-2020, with salaries ranging from $42,117 to $125,986, plus authorization for 5 part-time or temporary employees.

Appropriates $3,907,151 from the State Central Services Fund for personal services and operating expenses, including $2,893,928 for regular salaries, $40,000 for extra help, and $897,223 for personal services matching.

Appropriates $36,334,056 from cash funds for delinquent tax operations, including $1,209,056 for operating expenses, $1,750,000 for professional fees, $375,000 for refund/recording fee reimbursements, and $33,000,000 for delinquent tax remittal and sale refunds.

Appropriates additional cash funding for capital outlay and operating expenses ($267,800), the Adopt a Document Program ($250,000), and submerged lands projects ($250,000).

Effective July 1, 2019, with emergency clause declaring the appropriations necessary for immediate agency operations.
