Establishes maximum of 74 regular employees for the Arkansas Crime Information Center for fiscal year 2019-2020, including positions ranging from ACIC Director (1) to Administrative Specialist II (23).

Appropriates $7,405,474 from the Crime Information System Fund for personal services and operating expenses, including $2,965,785 for regular salaries and $1,062,613 for personal services matching.

Appropriates $60,000 from a cash fund for Systems Conference operating expenses, including $59,250 for conference and travel.

Appropriates $60,000 from the Sex and Child Offenders Registration Fund for Sex/Child Offender Registration Program operating expenses.

Appropriates $150,000 from the Crime Information System Fund for the Arkansas Real-Time Scrap Metal Logbook program; effective date July 1, 2019.
