Establishes a maximum of 72 regular employees for the State Bank Department for fiscal year 2019-2020, with positions ranging from State Bank Commissioner (Grade SE04) to Administrative Specialist III (Grade GS04)

Authorizes one temporary or part-time employee ("Extra Help") to be hired when needed at rates not exceeding those provided in the Uniform Classification and Compensation Act

Appropriates $10,277,720 from the Bank Department Fund for the fiscal year ending June 30, 2020, including $6,506,715 for regular salaries, $1,863,409 for personal services matching, and $1,902,596 for maintenance and general operations

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and regulations promulgated by the Department of Finance and Administration

Effective July 1, 2019 on an emergency basis to ensure continuous operation of the State Bank Department during the fiscal year
