Establishes maximum of 153 regular employees for the State Crime Laboratory for fiscal year 2019-2020, including 1 executive director, 6 medical examiners, 77 forensic scientists, and 26 forensic technicians.

Appropriates $12,790,333 from the Miscellaneous Agencies Fund Account for State Crime Laboratory operations including $8,022,791 in regular salaries and $2,564,518 in personal services matching.

Appropriates $1,252,270 from the DNA Detection Fund for DNA section operating expenses including $1,183,520 in operational expenses.

Appropriates $1,000,000 from the Crime Lab Equipment Fund for purchase and replacement of crime laboratory equipment.

Appropriates $1,839,400 from federal funds for personal services, operating expenses, capital outlay, and construction; effective July 1, 2019.
