Authorizes 152 regular employees with maximum annual salaries ranging from $31,900 (Receptionist I) to $125,986 (Chief Deputy), plus 45 temporary or part-time extra help employees

Includes funding for regular salaries ($8,505,363), personal services matching ($2,746,200), election expenses ($2,738,029), capitol grounds improvements ($301,264), and special maintenance ($500,048)

Appropriates additional funds for county voting system grants ($12,000,000), National Statuary Hall Collection ($750,000), and various other programs including fee refunds and video service licensing

Authorizes Secretary of State to make optional additional salary payments to Capitol Police employees with advanced law enforcement certifications, ranging from $300 to $1,200 annually depending on certification level
