Establishes a maximum of 101 regular employees for the Arkansas Department of Emergency Management for fiscal year 2019-2020, including 1 director, 3 division directors, 12 program managers, and various support staff across multiple grade levels.

Authorizes up to 28 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $4,036,664 from the Miscellaneous Agencies Fund for state operations including $2,589,799 in regular salaries, $931,559 in personal services matching, and $490,306 in operating expenses.

Appropriates $12,492,023 from federal funds for federal operations including $10,000,000 in First Responder and Homeland Security Grants and Aid.

Appropriates $104,008,042 from federal funds for disaster relief grants, $755,985 for hazardous materials management, $2,322,457 for federal surplus property program, and creates an Immediate Disaster Response Fund with reimbursements from government agencies.

Appropriates $75,000,000 from the Arkansas Public Safety Trust Fund and $10,000,000 from cash funds for Arkansas Wireless Information Network expenses.
