Amends Arkansas Code § 19-5-1095(b) to modify the composition of the Military Support Revolving Fund.

Adds federal reimbursements received under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. § 5121 et seq., as a source of deposits into the Military Support Revolving Fund.

Establishes that all reimbursements and payments to the Military Support Revolving Fund from any source shall be considered a refund to expenditures.

Maintains existing fund sources including appropriated funds and moneys from U.S. military branches, foreign allied governments, reserve forces, and other federal agencies.
