Appropriates $887,908 to the Office of the Treasurer of State from the City-County Tourist Facilities Aid Fund for the fiscal year ending June 30, 2020.

Funds are allocated for facility debt service and operating expenses for publicly owned eligible tourist meeting and entertainment facilities authorized under the City-County Tourist Meeting and Entertainment Facilities Assistance Law.

Requires all disbursements to comply with state procurement, accounting, budgetary procedures, revenue stabilization, salary procedures, and other fiscal control laws of Arkansas.

Establishes that funds shall be used in compliance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative records.

Declares the act effective July 1, 2019 as an emergency measure necessary for the continued operation of the Office of the Treasurer of State.
