Establishes maximum of 35 regular employees for the Office of the Treasurer of State for fiscal year 2019-2020, with positions ranging from Director of Investments ($141,856) to Assistant II ($36,250)

Authorizes up to 5 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates total of $6,094,852 from the State Central Services Fund, including $2,592,472 for regular salaries, $771,210 for personal services matching, and $1,396,715 for data processing system/services

Appropriation covers personal services, operating expenses, debt collection, and financial/educational programs including the Arkansas 529 College Savings Program, Arkansas ABLE Program, and financial education initiatives

Authorizes Treasurer of State to transfer appropriations between line items with approval from Chief Fiscal Officer and prior review by Arkansas Legislative Council or Joint Budget Committee; effective July 1, 2019 through June 30, 2020
