Appropriates $41,277,795 to Arkansas Legislative Audit of the Legislative Joint Auditing Committee for fiscal year 2019-2020, payable from the State Central Services Fund

Establishes maximum of 292 regular employees across 16 position classifications, including 1 Legislative Auditor, 6 Deputy Legislative Auditors, 127 Staff Auditors, and 60 Associate Auditors

Allocates funds as follows: $28,117,027 for regular salaries, $7,943,368 for personal services matching, $3,914,400 for operating expenses, $343,000 for conferences and travel, $760,000 for professional fees, and $200,000 for capital outlay

Authorizes Legislative Auditor to direct Chief Fiscal Officer to transfer appropriations between line items as needed, except Regular Salaries line item requires Legislative Council or Joint Budget Committee review

Permits salary increases up to 20% above maximum levels for up to one-third of authorized positions to recruit and retain qualified personnel, with approval from Legislative Council or Joint Budget Committee
