Establishes 14 maximum regular employees for the Alcoholic Beverage Control Division, including 1 director (Grade GS15), 3 attorney specialists (Grade GS11), 2 administrative analysts (Grade GS06), and 8 other support staff positions.

Authorizes 2 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,021,324 from the Miscellaneous Agencies Fund for personal services and operating expenses, including $660,921 for regular salaries, $7,000 for extra help, and $221,088 for personal services matching.

Appropriates $300,000 from the Alcoholic Beverage Control Fund for enforcement activities, promotion, education, training, and alcohol safety awareness.

Appropriates $5,640,771 from the Medical Marijuana Commission Fund for refunds, reimbursements ($3,500,000), contingency ($2,000,000), and medical marijuana expenses ($140,771), with authority for the Chief Fiscal Officer to transfer contingency funds to cover implementation and enforcement expenses for the Arkansas Medical Marijuana Amendment of 2016.
