Adds exemption to Arkansas Code § 17-101-307(b) to exclude persons practicing equine massage therapy or animal massage therapy from Veterinary Medical Examining Board licensure requirements.

Removes the Veterinary Medical Examining Board's prohibition on enforcing board policy regarding equine massage therapy, effective after the previous July 1, 2013 deadline.

Requires individual practitioners of equine massage therapy to present signed letters of recommendation from two previous clients before engaging in practice or performing any procedures.

Mandates letters of recommendation be submitted to the board before providing any service to clients or performing procedures on animals.
