Amends Arkansas Code § 7-7-103(a)(1) to require independent candidates for U.S. offices (except President/Vice President) or state, county, township, or district offices to file during the party filing period, including a political practices pledge, affidavit of eligibility, petition, and notice of candidacy.

Removes the requirement for independent candidates to file "the petition under this section" as a separate document, streamlining the filing requirements.

Changes the petition filing deadline and procedure under Arkansas Code § 7-7-103(b)(1)(A) by replacing "file" with "furnish" petitions by 12:00 noon on May 1 of the election year.

Maintains the requirement that petitions must be signed by not less than 3% of qualified electors in the relevant county, township, or district, with a maximum of 2,000 signatures for district, county, or township offices.
