Establishes a maximum of 1,820 regular employees for the Department of Human Services - Division of County Operations for fiscal year 2019-2020, with positions ranging from DHS Deputy Director to Administrative Specialist I across multiple salary grades.

Authorizes up to 37 part-time or temporary employees ("Extra Help") payable at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $135,050,188 for operations including $67,736,380 for regular salaries, $25,106,717 for personal services matching, and $25,518,242 for operating expenses.

Appropriates $30,650,091 in federal grant funds including $28,000,000 for Low Income Energy Assistance Program, $2,638,091 for Homeless Assistance Grant, and $12,000 for Refugee Resettlement Program.

Permits the Chief Fiscal Officer to transfer up to $3,640,650 in State General Revenue from the Department of Workforce Services to support TANF programs, and allows the Division to exceed temporary help limits during state or federal disaster declarations.
