Establishes maximum of 197 regular employees for the Department of Human Services - Division of Provider Services and Quality Assurance for fiscal year 2019-2020, with positions ranging from Director to Administrative Specialist positions across various salary grades.

Authorizes up to eight (8) temporary or part-time "Extra Help" employees to be paid at rates consistent with the Uniform Classification and Compensation Act.

Appropriates $18,615,637 for personal services and operating expenses, including $10,726,002 for regular salaries, $3,515,417 for personal services matching, and $3,463,900 for operational expenses.

Appropriates $400,000 for provider services grants and aid payments for the fiscal year ending June 30, 2020.

Authorizes the Division to use appropriated funds for certification or licensure of entities on behalf of other Department of Human Services divisions, with such entities remaining under the authority of the relevant division.
