Establishes a maximum of 702 regular employees for the Department of Human Services - Director's Office for fiscal year 2019-2020, with positions ranging from Executive Director (Grade SE05) to Administrative Specialist I (Grade GS02)

Appropriates $65,036,348 in general funds for personal services, operating expenses, professional fees, and data processing services for the fiscal year ending June 30, 2020

Authorizes additional appropriations totaling $15,086,947 from various sources including cash funds ($111,600), the DHS Renovation Fund ($12,414,729), consolidated cost revolving fund ($821,500), grants ($2,639,788), and community service funds ($11,030)

Authorizes up to 30 temporary or part-time "Extra Help" employees at rates not to exceed those specified in the Uniform Classification and Compensation Act

Grants the DHS Director transfer authority for fund reallocation, renovation projects, and matching funds for federal reimbursement programs, subject to approval by the Chief Fiscal Officer, Governor, and Legislative Council or Joint Budget Committee
