Establishes maximum of 82 regular employees for the Arkansas Public Employees Retirement System for fiscal year 2019-2020, with positions ranging from APERS Director (Grade SE04) to Administrative Specialist II (Grade GS03).

Authorizes up to 6 part-time or temporary employees ("Extra Help") for the system, compensated according to the Uniform Classification and Compensation Act.

Appropriates $141,700,870 from the Arkansas Public Employees' Retirement System Fund for personal services and operating expenses, including $4,072,871 in regular salaries, $1,362,026 in personal services matching, and $85,000,000 in refunds/reimbursements.

Appropriates $825,000,000 in cash funds for benefit payments ($775,000,000) and refunds/reimbursements ($50,000,000) to retirement system beneficiaries.

Authorizes separate appropriations and fund transfers for State Police Retirement System ($30,285,950 operations plus $32,500,000 cash benefits) and Judicial Retirement System ($8,652,879 operations plus $21,000,000 cash benefits), effective July 1, 2019.
