Amends contract review thresholds requiring Legislative Council or Joint Budget Committee review, raising the total projected contract amount trigger from $100,000 to $350,000 for service contracts requiring regular full-time or part-time personnel.

Creates new monthly reporting requirements for executed service contracts with total amounts between $25,000 and $50,000 (or $350,000 for contracts with material changes), including contractor name, agency, services, and procurement method.

Establishes contract tracking requirements for the State Procurement Director and agency procurement officials to monitor protests, negotiations, and contracts expiring within the next twelve months that will require new solicitations.

Modifies vehicle lease approval procedures to clarify that the director approves leases only after the Legislative Council or Joint Budget Committee has reviewed the proposed lease, and makes it illegal for agencies to conduct multiple rentals to avoid approval requirements.

Repeals the recycled paper products reporting requirement as obsolete and eliminates duplicative professional services contract provisions by repealing Arkansas Code § 19-11-1006.
