Amends Arkansas Code § 14-55-701 to allow municipalities to codify ordinances without publication or posting if 3 copies are filed electronically or by hard copy with the city clerk or recorder for public inspection before ordinance passage.

Expands the list of permissible editorial changes during codification to include 19 specific types of corrections and modifications, such as spelling, capitalization, grammar, punctuation, gender-neutral language conversion, and removal of obsolete language.

Amends Arkansas Code § 14-55-702 to require 3 copies of the municipal code be filed and maintained in the office of the city clerk or recorder.

Amends Arkansas Code § 14-55-704 to clarify that a municipal code may be amended by ordinances, with amendments becoming part of the code with the same force as original adoption, but without retroactive effect.
