Appropriates $14,674,420 to the Department of Health for tobacco prevention and cessation programs for fiscal year ending June 30, 2020, including $1,764,935 for regular salaries and $9,221,071 for tobacco prevention and cessation expenses.

Establishes 34 maximum regular employee positions including 1 senior physician specialist, 1 registered nurse supervisor, 14 registered nurses, and various health program specialists and administrative positions.

Authorizes up to 4 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Restricts appropriations from being transferred under Arkansas Code 19-4-522 except as provided in the act, with modifications requiring approval by the State Chief Fiscal Officer and Legislative Council.

Authorizes transfer of $500,000 from the Prevention and Cessation Program Account to the Breast Cancer Control Fund annually for Medicaid matching funds for breast and cervical cancer screening and treatment services.
