Repeals Arkansas Code § 23-112-311, which established procedures for manufacturers and distributors to add or relocate new motor vehicle dealers within market areas.

Amends Arkansas Code § 19-6-301(99) to remove references to the repealed section from the list of special revenues deposited into the State Treasury.

Removes the requirement for new lease locations opened after a motor vehicle dealer license is issued to be approved by the Arkansas Motor Vehicle Commission.

Eliminates the protest and hearing procedures that allowed existing dealers to challenge proposed additions or relocations of new motor vehicle dealers of the same line make.

Repeals provisions requiring manufacturers or distributors to notify the Motor Vehicle Commission and existing dealers of intentions to establish or relocate dealers, and removes the 180-day hearing requirement for commission decisions on such protests.
