Amends Arkansas Code § 27-24-1404(c)(1) to clarify how the Director determines fees for creating special license plates, including initial design orders, design creation and revisions, computer programming and testing, system maintenance, and shipping to revenue offices.

Requires the Director to determine either the number of applications needed to cover initial design costs or a combination of application numbers and fees to be collected before creating a new special license plate.

Directs all fees collected under this section to be deposited into the State Central Services Fund for the Revenue Division of the Department of Finance and Administration as supplemental funding, not counted as direct revenue.

Exempts special license plates in existence before January 1, 2019 from the new fee requirements.
