Amends Arkansas Code § 6-18-227(b)(1)(B) to allow students with active-duty military parents or guardians residing on a military base to apply for school transfers at any time during the calendar year, instead of the standard July 30 deadline.

Requires military transfer applications to be filed within 15 days of the parent's or guardian's arrival on the military base and must include military transfer orders and proof of residency on the base.

Amends Arkansas Code § 6-18-227(b)(2)(A)(ii) to make transfers for military-connected students effective upon approval of the accepting school board at its next meeting, rather than at the beginning of the next academic year.

Amends Arkansas Code § 6-18-1905(a) and (e) under the Public School Choice Act of 2015 to exempt military-connected students from the May 1 postmark deadline and July 1 notification deadline, allowing applications when military families are transferred to a base.
