Amends Arkansas Code § 22-2-108(7)(A) to authorize the Building Authority Division to execute statewide contracts for design services to expedite procurement by state agencies in emergencies.

Creates Arkansas Code § 22-9-105 prohibiting firms with existing state contracts containing one or more material issues (including material delays or breach of contract) from bidding on additional state contracts.

Allows firms to appeal a state agency's determination of material issues to the State Procurement Director, whose decision is final and conclusive.

Requires the Director of the Department of Finance and Administration to adopt rules defining what constitutes a material issue under the new contracting restrictions.

Amends Arkansas Code § 22-9-203 to require that minimum experience standards for bidders' responsiveness evaluations be explicitly stated in the invitation for bids.
