Amends Arkansas Code § 27-51-1605 to allow law enforcement to stop or detain drivers solely to enforce handheld wireless telephone restrictions in school zones, creating an exception to the general rule against stop-and-detain for distracted driving compliance.

Prohibits drivers from using handheld wireless telephones while operating motor vehicles in school buildings or school zones during school hours when children are present and outside the building.

Permits drivers to use handheld wireless telephones in school zones during school hours for emergency purposes.

Exempts law enforcement officers from the handheld telephone restriction when engaged in performance of official duties.
