Establishes maximum of 400 regular employees for North Arkansas College for fiscal year 2019-2020, including 23 administrative positions, 43 classified positions, 6 academic positions, 79 faculty members, and support staff across various departments.

Authorizes up to 500 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $9,179,284 from the North Arkansas College Fund for state operations, including $6,800,000 for regular salaries, $1,200,000 for personal services matching, and $1,179,284 for maintenance and general operations.

Appropriates $49,385,000 from cash funds for college operations, including $5,450,000 regular salaries, $800,000 extra help wages, $2,700,000 personal services matching, $7,000,000 operating expenses, $11,000,000 capital improvements, and $3,000,000 debt service.

Takes effect July 1, 2019 under emergency clause to ensure continuity of college operations, with all disbursements subject to state procurement, accounting, budgetary, and fiscal control laws.
