Establishes maximum of 252 regular employees for Black River Technical College for fiscal year 2019-2020, including 5 division chairpersons, 64 faculty members, and various administrative and classified positions with specified salary ranges.

Authorizes up to 75 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $8,434,755 from state operations funds including $6,252,575 for regular salaries and $2,172,180 for personal services matching.

Appropriates $42,924,800 from cash funds including $12,000,000 for regular salaries, $12,000,000 for operating expenses, $5,000,000 for capital improvements, and $713,880 for debt service.

Effective July 1, 2019, with funds subject to state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws.
