Establishes maximum of 200 regular employees for Cossatot Community College for fiscal year 2019-2020, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 100 part-time or temporary "Extra Help" employees at rates not exceeding those provided by the Uniform Classification and Compensation Act.

Appropriates $5,044,885 from state operations funds, including $3,232,000 for regular salaries, $37,000 for extra help, and $838,500 for personal services matching.

Appropriates $12,200,000 from cash funds, including $4,250,000 for regular salaries, $250,000 for extra help, and funds for operating expenses, capital improvements, and debt service.

Effective July 1, 2019, with all disbursements subject to State Procurement Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws of Arkansas.
