Establishes maximum of 144 regular employees for University of Arkansas Community College at Rich Mountain for fiscal year 2019-2020, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 80 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $3,468,812 from state operations funds for regular salaries ($2,425,000), personal services matching ($530,000), and maintenance and general operations ($513,812).

Appropriates $9,260,000 from cash funds including regular salaries ($1,250,000), extra help ($375,000), personal services matching ($1,000,000), maintenance and operations ($1,455,000), capital improvements ($200,000), and debt service ($480,000).

Act becomes effective July 1, 2019, with emergency clause to ensure immediate operation of the institution.
