Establishes maximum of 376 regular employees for National Park College for fiscal year 2019-2020, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 402 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $11,113,420 from the National Park College Fund for regular salaries ($8,967,910), personal services matching ($1,194,335), maintenance and general operations ($925,000), and funded depreciation ($26,175).

Appropriates $16,672,857 from cash funds for regular salaries ($3,042,411), extra help ($1,309,341), personal services matching ($245,037), maintenance and general operations ($5,476,068), capital improvements ($5,000,000), and debt service ($1,200,000).

Act becomes effective July 1, 2019 and requires compliance with state procurement law, accounting procedures, and other fiscal control laws.
