Establishes maximum number of regular employees (2,280 total) and salary rates for the University of Arkansas at Little Rock for fiscal year 2019-2020, including administrative, classified, and academic positions

Authorizes up to 1,300 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act

Appropriates $69,163,927 from state operations funds for regular salaries ($58,723,444) and personal services matching ($10,440,483)

Appropriates $162,298,699 from cash funds for regular salaries, extra help, overtime, maintenance and general operations, capital outlay, capital improvements, and debt service

Appropriates $800,000 for William H. Bowen School of Law expenses and $2,000,000 for the Nanotechnology Center, plus authorizes up to $20,000 annually for athletic director/head coaches and $10,000 for assistant athletic directors/coaches as special allowances from auxiliary income
