Establishes a maximum of 346 regular employees for East Arkansas Community College for fiscal year 2019-2020, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 325 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $10,186,825 from the East Arkansas Community College Fund for personal services and operating expenses, including $6,671,789 for regular salaries, $130,000 for extra help, and $1,927,371 for personal services matching.

Appropriates $28,176,692 from cash funds for personal services and operating expenses, including $2,589,098 for regular salaries, $1,736,697 for personal services matching, $15,593,266 for capital improvements, and $2,500,000 for fund transfers and investments.

Declares an emergency effective July 1, 2019, requiring compliance with state procurement, accounting, budgetary procedures, and fiscal control laws.
