Establishes maximum of 299 regular employees for Arkansas Northeastern College for fiscal year 2019-2020, including 56 administrative positions, 30 special instructors, 57 faculty members, and 94 part-time faculty members.

Authorizes up to 521 temporary or part-time "Extra Help" employees paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $10,233,416 from state operations funds, including $7,800,000 for regular salaries, $1,800,000 for personal services matching, and $633,416 for maintenance, general operations, conferences, travel, professional fees, and capital outlay.

Appropriates $26,428,000 from cash funds for regular salaries, extra help, overtime, personal services matching, maintenance and general operations, capital improvements ($10,000,000), debt service ($1,500,000), and fund transfers.

Effective July 1, 2019, with emergency clause declaring immediate effectiveness necessary for college operations; all disbursements must comply with state procurement, accounting, budgetary procedures, and fiscal control laws.
