Establishes a maximum of 207 employees for the University of Arkansas Community College at Hope-Texarkana for fiscal year 2019-2020, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 200 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $7,086,127 from state operations funds, consisting of $5,486,127 for regular salaries and $1,600,000 for personal services matching.

Appropriates $11,357,876 from cash funds for personal services and operating expenses, including $1,744,197 in regular salaries, $175,000 for extra help, $4,250,000 for operational expenses, $2,800,000 for capital improvements, and $806,000 for debt service.

Declares an emergency effective July 1, 2019, finding that the appropriations are essential for the college's operations and the proper administration of governmental programs.
