Establishes maximum of 219 regular employees for Ozarka College for fiscal year 2019-2020, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 100 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $4,438,086 from the Ozarka College Fund for state operations, including $3,200,000 for regular salaries and $1,086,786 for personal services matching.

Appropriates $9,126,000 from cash funds for operations, including $2,000,000 for regular salaries, $2,500,000 for operating expenses, and $2,000,000 for capital improvements.
