Establishes maximum of 1,670 regular employees for Arkansas Tech University for fiscal year 2019-2020, with detailed salary schedules for administrative, classified, and academic positions across the main campus and Ozark Campus.

Authorizes up to 1,615 temporary or part-time "Extra Help" employees payable at rates not to exceed those in the Uniform Classification and Compensation Act or this act.

Appropriates $36,609,624 from the Arkansas Tech University Fund for state operations, including $27,977,197 for regular salaries, $1,728,942 for extra help, and $5,039,836 for personal services matching.

Appropriates $162,427,960 from cash funds for university operations including salaries, capital improvements ($44,497,231), debt service ($10,000,000), and maintenance/general operations.

Permits Board of Trustees to provide special allowances up to $10,000 per fiscal year to coaches teaching multiple sports, with annual reporting to the Legislative Joint Auditing Committee required.
