Establishes maximum of 1,119 regular employees for University of Arkansas - Fort Smith for fiscal year 2019-2020, including administrative, classified, and academic positions with specified salary ranges

Authorizes up to 910 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $24,538,260 from state operations funds including $18,218,260 for regular salaries, $500,000 for extra help, $3,400,000 for personal services matching, and $2,400,000 for maintenance and general operations

Appropriates $115,225,000 from cash funds for regular salaries ($24,000,000), extra help ($1,100,000), personal services matching ($8,500,000), operations and improvements ($59,500,000), debt service ($8,000,000), and other expenses ($12,125,000)

Effective July 1, 2019, with funds subject to state procurement laws, accounting procedures, and restrictions of the Regular Salary Procedures and Restrictions Act
