Establishes maximum of 529 regular employees for Southern Arkansas University for fiscal year 2019-2020, with detailed salary schedules ranging from President ($258,063) to various classified positions by grade level.

Authorizes up to 1,900 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $19,326,757 from the Southern Arkansas University Fund for state operations, including $17,096,900 for regular salaries and $1,899,700 for personal services matching.

Appropriates $100,000 for SAU System operations and $54,350,000 from cash funds for regular salaries, extra help, personal services matching, maintenance and general operations, capital improvements, debt service, and fund transfers.

Authorizes tuition reimbursement for faculty pursuing additional education in critical shortage instructional areas and special allowances up to $10,000 per fiscal year for coaches coaching multiple sports, effective July 1, 2019 through June 30, 2020.
